Public diplomacy

Public Diplomacy is the strategic planning and executing of informational, cultural and educational programmes by a state representative of a country to create public opinion environment in a target country to advocate country’s foreign policy objectives. The definition clearly shows that public diplomacy involves the active, planned use of cultural, educational and information programmes to effects a desired result that is directly relates to certain government’s foreign policy objectives.

Public diplomacy in contemporary worlds has grown in its wide formation that foreign relation of states are no longer shaped by governments and its officials. Diplomacy does not only ensure the spectrum and the participation of general public but diplomacy allows time and tries to influence foreign nationals and the public with values, policies and actions of their governments that needs be to be supported. Public diplomacy can be explained in a broad concept as all diplomacy will not be secret and will not be held at closed doors but rather it would be public. In the usage of public diplomacy and the activity is not secret because it does not conduct the traditional use and exclusive of channels whereby officiating in communication aims to the public and sometimes specific views that reflects the interest of the diplomat’s home country.

Foreign public diplomacy has an advantage and that is it seen as the influence in the use of soft power and forgoes the application of mixed or hard power because by using this channel, of often create dependency of citizens on their governments. In the twentieth century, much is learned about the element that creates the success of propaganda, which is seen as the best use to reinforce existing and stimulates actions on the part of already disposed rather than changing the entrenched opinions.

Public Diplomacy is a core function of the Department of Foreign Affairs and Trade at the head of a whole of government effort through this the public outreach plays a key part of Australia’s bilateral relationships and support local business engagement internationally

Public diplomacy is seen as tied to the objectives of foreign policy and the strategies in which their campaigns are carefully developed with the aim in which a particular policy can be achieve. These strategies are goal adapted and the policy is focused, but both are in long-term and short-term timeframes.

Globalisation on the other hand, has changed the way information is contained in a within a state and now the easy access to information ignores states boundaries and cultural divides. On March 2013-03-28, Turkey foreign minister revealed a secret negotiation that took place between turkey and Israel. The minister said John Kerry came up with an offer initiative that aimed to solve the dispute between the two countries during U.S. President Barack Obama’s visit to Israel and Turkey, and that their offer will be accepted with some conditions. This demonstrates that the involvement of international leaders and the local press and journalists provide information on foreign issues and events to the general public

The practitioners of public diplomacy are normally the press or cultural attaché in a diplomatic mission. Sometimes it’s referred to as a “public diplomat”. They often draw on limited human and financial resources in order to achieve public diplomacy as diplomatic mission objectives
